Is technology used for identifying voters at polling stations (electronic poll books)?

As reported in the European Union Observation Report on the Sudan Elections, voters were merely identified by their identity cards. In case of any appeals, voters were allowed to vote using a police order or a court order.
In addition, since during registration only the name of the voter was captured, without the photo or fingerprint, there was no need of using electronic poll books for identification.The poll books used for the referendum were printed; voters names were crossed out after they voted.
