Is technology used for identifying voters at polling stations (electronic poll books)?

According to the African Union elections observation Mission report, the choice was made to use the National Identification cards as the voter cards during the elections. This was the only document used for identification of voters (Page 5 of the AU declaration Preelectorale). The Cards , locally known as NINA cards, are replete with a digital photo of the voter, an image of the voters’s fingerprint (which makes the process “biometric”). Cards are issued as a safeguard against fraud – though in Mali, where supporting technology is not always in place, biometric voting comes with numerous problems including accuracy and excluding legitimate voters who for whatever reason don’t have the IDs.
