How technology is used in relation to paper voter lists?

According to the Electoral Code of Niger 2010, Article 75, 76 and 173, voters must present their voter card or an order from the president of the District Court along with national ID card, a passport, a driver's license, a consular card, a military or security forces card, a civil or military pension booklet, a family card or booklet, or proof of marital status of an emancipated minor in order to vote. http://democratie.francophonie.org/IMG/pdf/Niger_code_electoral.pdf
