How technology is used in relation to paper voter lists?

In the last presidential election, supreme election committee agreed to use e-readers in identifying voters in Egyptian diplomatic delegations serving larger numbers of expatriates in Arab countries, most of the European countries, the United States and Australia. Paper voter lists were used in Egypt.
