How technology is used in relation to paper voter lists?

Electoral Code of Turkmenistan, 2013, article 72 “Each voter shall vote in person; voting on behalf of others shall not be permitted. Voting papers shall be issued by the polling station election commission on the basis of the voter list upon presentation of a passport or another identification document.”
