How technology is used in relation to paper voter lists?

The Elections Decree(DECREE 78 OF 1996) Article 61 Obligation to vote at Polling station Section 1to 4:  state that once the voter enters a pollingstation, a voter reports to the Assistant Presiding Officer (APO), who checksthe voter's card against the Register of Voters/counterfoil. APO checks thatthe voting card is genuine and the identity of the voter correlates that incard. Once satisfied, the APO draws a line through the serial number on theAlphabetical register of voters (N.B.
