How technology is used in relation to paper voter lists?

Article 52, of Thuringian Land Election Rules (adopted 12. July 1994, last amended 2014)

“After entering, the voter receives an official ballot paper and may be required to present the voter’s notification card to the Electoral Board.

…As soon as the Registrar finds the name of the voter in the voters list, the right to vote is determined and the voter is allowed to put the closed envelope in the ballot box” (unofficial translation)
