If e-voting is currently being used, is it taking place in controlled or uncontrolled environment?

According to a news report, e-voting has been used in in 145 cities during the 2017 City and Village Councils elections. This report mentions that "voting devices are planned to be installed in polling stations", thus we assume that e-voting takes place under controlled environment. Another article mentions that e-voting in Iran "is in no way a web-based system, but an offline version".
