If e-voting is currently being used, is it taking place in controlled or uncontrolled environment?

The country uses a manual voting system that does not involve use of electronic voting according to the CEPPS Final report (p. 20).  The manual voting system involves the use of printed voter lists against which voter details are scrutinized and authenticated. The subsequent voting involves the use of ballot papers which are marked and deposited into ballot boxes.
