If e-voting is currently being used, is it available for all voters or only some groups of voters?

E-voting is available for all voters if during elections election precincts are equipped with complexes for the processing of voting ballots or complexes for electronic voting. Following norms regulate e-voting:
Article 63 of the Federal Law No.67-FZ of 12.06.2002 (Version of 05.05.2014) On basic guarantees of electoral rights and the right of citizens of the Russian Federation to participate in a referendum:
21. During elections, referendum with the use of complex for electronic voting an electronic ballot is used. The form and text of electronic ballot shall be approved by corresponding commission not later than in 20 days prior to the voting day and shall meet requirements stipulated by Clauses 5-10 of this Article. In case of repeat voting the text of electronic ballot shall be approved by corresponding commission together with taking the decision on conduct of repeat voting.
Article 64 of the Federal Law No.67-FZ of 12.06.2002 (Version of 05.05.2014) ?On basic guarantees of electoral rights and the right of citizens of the Russian Federation to participate in a referendum?:
15. Electronic voting may be conducted during elections, referendum instead of voting with the use of paper ballots. Decision to conduct electronic voting is taken by the Central Election Commission of the Russian Federation or on its instruction by corresponding election commission of the subject of the Russian Federation. The order of electronic voting, counting of votes of voters, referendum participants and establishment of voting results for election precinct, referendum precinct, the form of the protocol of precinct commission of voting results, as well as specifics of establishment of voting results and results of elections, referendum by superior commissions with account of results of electronic voting are established by the Central Election Commission of the Russian Federation. http://pravo.gov.ru/proxy/ips/?docbody=&nd=102076216&intelsearch=67-%D4%C7
