If e-voting is currently being used, is it available for all voters or only some groups of voters?

Referring to 2017 elections, a news report mentions "that the City and Village Councils elections will be held fully electronically in 145 cities, whose city councils have seven to nine members." Another news article mentions that in "May 19 city council polls will be held electronically in one-sixth of the polling stations across the country."
