On 8 March 2012, a proposal of a plan “For the development of an internet voting system” was supported at the Meeting of the State Secretaries. According to the proposal, it was planned to ensure internet voting in local elections of 2013. On 4 September 2012, the proposal “For the development of an internet voting system” was assessed at the meeting of the Committee of the Cabinet of Ministers. Even though ministers came to an agreement to support the development of an internet system, a decision on the deadline of implementing an internet voting system was not taken. On 12 August 2013, the Committee of the Cabinet of Ministers conceptually supported a proposition that the Ministry of Transported would implement a feasibility study of the internet voting system in 2014. It was also decided that this project had to be coordinated with the Information Technology Security Incident Response Institution of the Republic of Latvia, the Latvian Information and Communications Technology Association, Latvian Open Technology Association and other NGOs of the IT sector. However, there was a lack of funding for implementation of the feasibility study.
