If e-voting is NOT currently being used, what is the current status of e-voting in general?

Article 31(4) of the public elections regulation, 2012 C.I 75 states that after the voter secretly marks the ballot paper, the voter shall then fold it up and in the presence of the Presiding Officer and the polling agent and in full view of the general public cast a vote by putting the folded ballots paper into the ballot box and then leave the polling station. http://aceproject.org/ero-en/regions/africa/GH/ghana-public-elections-regulations-2012-c.i.-75/view
