opVote is an electronic voting systemdeveloped by the Public Opinion Programme at The University of Hong Kong(HKUPOP), as a new form of public opinion expression in the digital era. Threevoting channels are available on this system, namely, mobile applications, adedicated website and physical polling stations. Every channel allowselectronic voting, while voters can also choose paper ballots at physicalpolling stations. Since 2012, this system has been put into practice for threecivil referendums of various scales in Hong Kong, the most recent one beingconducted in June 2014 on Hong Kong’s constitutional development, and over 800thousand votes were cast by qualified voters. The system has now evolved into asophisticated and mature so-called “enterprise grade system”.
