Are official election results processed by an electronic tabulation system?

Election certificates detailing the results for each polling station are provided by poll workers to delegates/collectors (Registry officials) who call a central processing center by phone and relay the results verbally. At the processing center, another form is completed by hand then scanned by a high definition scanner that is able to interpret written numbers and transfer them to a central processer that automatically produces updates for the public.
