Are official election results processed by an electronic tabulation system?

Article 51 of the Uganda parliamentary elections act 2005, under “counting of votes and announcement of results”, the section states that counting of votes should start right away after the closure of polling station, at the polling station. Article 53 details how tallying should be done by returning officers, sending copies of results forms to a tallying center, where tallying is undertaken. Article 48 of the presidential elections act 2005 also states that votes cast at a polling station shall be counted immediately after the presiding officer declares the polling closed, and that the votes cast in favor of each candidate shall be recorded separately. Section 52 of the presidential elections act 2005 regarding collection of results, the reporting officer is mandated to appoint one or more persons for the purpose of results collection from results collecting centers. Section 54&56 further illustrates the modalities for results compilation and transmission of documents to the commission for final tally, which are all done manually.
