Article 41A of the Constitution of Kenya(Amendment  Act, No. 10 of 2008) provided for the functions of the Interim Independent Electoral Commission (IIEC), which included development of a modern system for the collection, collation, transmission and tallying of electoral data.

After the 2007 post election violence in Kenya, a number of electoral reforms were initiated. One such reform was the enactment of the Constitution of Kenya Amendment Act, 2008 disbanded the Electoral Commission of Kenya (ECK) that managed the disputed 2007 presidential elections and replaced it with Interim Independent Electoral Commission (IIEC).  One of the mandates of the IIEC was to reform the electoral process and the management of elections in order to institutionalize free and fair elections.
