Part 7 of the Public Elections Act, 2012 provides for procedures and arrangement for elections. It provides that the counting officer will place the sealed envelopes with the counted ballots, the rejected ballots and other election materials into the ballot box close the box with a seal and invite other officials present to also fix their seals. Page 33 of the European Union Observer report noted that the four regional and fourteen district tally centres started to receive tamper evident envelopes with polling station results on election night, immediately after the count was completed at the polling station. The process of transferring sensitive material including results from polling stations/centres to the tally centre and storage facilities was rather poorly planned and disorganized in a number of places.
