Art. 91 of the Electoral Code states that at the close of voting, the polling station becomes the tallying station. Votes are counted manually by two tellers appointed by the chief of the polling centre among the last voters present at the close of the poll; A scrutinizer who will be checking the ballots is also appointed. Counting is done manually. Art. 92 continues to say that upon the close of voting, the Chairman of the counting station shall publicly in the presence of deputy returning officers, representatives of the applicant, the National Authority of Elections (NAE) and observers  open the ballot boxes one after the other and counting . The counting is done without interruption until completion.

According to Article 93, The President of the counting station sets four (4) tellers around the table for readability and transparency of operations. The first scrutineer unfolds the ballot and passes the second who reads aloud while the third and fourth individually records the results on results sheet.

 Official minutes for the counting process must be prepared and is signed by the tellers, the President and representatives of candidates duly authorized and in the presence of representative of the NAE. Ballots declared invalid shall be annexed and a list votes and the tally sheets election to the minutes for the Constitutional Court of Transition. A handwritten copy of the results in figures and in letters and without erasure, certified by the Chairman of the counting station and the tellers shall be communicated to candidates' representatives.

At the end of the count the Speaker ordered the silence in the room to announce the results to the public.

Art. 96: Copies of the minutes are distributed as follows:

- One to the Constitutional Court of Transition;

- One displayed at the entrance of the counting station;

- A one to NS. ;

- A Ministry of Territorial Administration, the Decentralization and regionalization;

- One in the sub-prefecture in order to be preserved as an archive administrative; the chief of the polling station then puts the invalid ballots, voters list, unused ballots, and other material in a sealed ballot box, which are then transferred to the local NAE offices that serve as the center for compilation of results for all offices of the district

The preliminary results of the constituency are transmitted to the NAE which announces the results in the presence of candidates, their representatives and observers.
