Article 31 of the public elections regulations 2012, C.I. 75 provides for manual counting of votes and announcement of results at the polling station and physical transmission of the results to the Returning Officer. Paragraph 68 of the African Union Ghana 2012 election observation report states that the results from the polling stations were transmitted manually to the national office of the electoral commission of Ghana from 7th to 9th December 2012
