If official election results processed by an electronic tabulation system, at which level results are entered into an electronic tabulation system?

Votes are counted manually and paper protocols are used for summarizing and transferring the voting results. Polling station (constituency) electoral commissions make and sign protocols summarizing voting results at the polling station. One copy of that protocol is submitted to a higher election commission together with other election documents, including: ballots; applications and complaints; the resolutions accepted; and acts drawn by the polling station and constituency commissions. The second copy of the protocol is kept by the secretaries of commissions till accomplishment of commissions’ activities.
