If official election results processed by an electronic tabulation system, at which level results are entered into an electronic tabulation system?

In order to guarantee and accelerate the digital transmission of the results to the FPS Home Affairs from the 209 cantonal main bureaus, a system for the electronic transmission of the results has been developed.

The software includes:

- the IT applications that the traditional and computerized cantonal main bureaus NEED TO use to encode and send the results on the cantonal level to the SPF Home Affairs and to the higher main bureau. The use of any other software by the cantonal main bureaus is out of the question;

- the IT applications to count the votes, the division of seats and the designation of the elected members in their entirety that may be used by the main bureaus on the higher level (province, college, constituency). The electoral bureau can use other software as far as this software is approved by a notified body.

Short description of the IT application for the digital gathering of certain data regarding the elections:

The IT application developed to this end comprises several sections:

a) An application that allows entering the data of the main electoral bureaus.

b) An application with an eye to entering the data regarding the lists and the candidates by the political parties. This application allows reducing the work of the chairperson of the electoral bureau involved, who will only need to verify, correct and send the data to the FPS Home Affairs.

c) An application that allows sending the electoral results to the FPS Home Affairs. This transmission is done by the cantonal main bureaus. A distinction needs to be made between the 'electronic cantons' and the cantons where the vote is done in a traditional manner. In the electronic cantons, the operation is limited to transmitting the content of the memory media produced by the addition systems to the FPS Home Affairs. The 'non-electronic' cantons dispose of screens that need to be filled in to send the results per list and per candidate to the FPS Home Affairs
