Artículo 1: Definici?n: “La transmisi?n de resultados electorales preliminares (TREP) es un sistema de informaci?n oficiosa, no vinculante, que permite transparentar el resultado de las elecciones dando a conocer, en el menor tiempo posible, los resultados de las votaciones para que la ciudadan?a, los medios de comunicaci?n y los candidatos a los distintos cargos dispongan de informaci?n, mientras se dan a conocer los resultados oficiales de los c?mputos provisorios de los Tribunales Electorales y el escrutinio definitivo del Tribunal Superior de Justicia Electoral (TSJE)”.

The system had already been successfully used in previous elections, but the 2013 elections were the first in which the polling certificates were scanned and sent via internet to a computing centre in Asunci?n. 97% of the polling sites were equipped with a netbook and a scanner for the generation and transmission of digitalised results’ certificates. Once scanned by an officer of the TSJE and sent to the computing centre in Asunci?n, they were verified and then published on the web for the public to consult them. 3% of all the certificates, which include those of the voting from abroad and the polling sites with no internet access, had to be read out loud over the telephone.
