Libro Cuatro, Titulo Único, Capítulo Seis, Artículo 240: El Presidente de cada Junta Receptora de Votos, tan pronto haya entregado el saco electoral a la Junta Electoral Municipal, está obligado a informar esta circunstancia al Tribunal Supremo Electoral. En el informe deberá consignar además, en letras y números, los resultados electorales obtenidos en la Junta Receptora de Votos; esta comunicación se hará por la vía más rápida.

The Law of Elections and Political Parties simply states that each polling station should send their results to the Supreme Electoral Tribunal using the fastest means of communication possible (see Libro Cuatro, Título Único, Capítulo Siete, Artículo 240). According to a Tribunal official, polling stations each have an operator who digitizes the election certificates from each polling table and transmits them online to a central database.
