"The Result forms were transmitted via fax or scanned copy via email, and through digital entry in the software provided by ECN to counting centers. Once the double entry exercise resulted in the same consolidated outcome, the data processing unit in ECN HQ continued the aggregation on the national level. The aggregationof the PR results and the application of modified Saint League formula were conducted with the assistance of UNDP’s Election Support Program (ESP)."
