The country is a growing democracy after a protracted civil war. The NEC has not yet installed viable electoral systems in place to facilitate adoption of open source software. The electoral system support organization, IFES, also lacks a local presence which would improve consultations and adoption by NEC of modern electoral technology. http://www.ifes.org/countries
