The General Law of Telecommunications, Information Technologies and Communication states that the desire for open source software is driven by the state’s interest in ensuring sovereignty and national security (see Título IV, Capítulo II, Articulo 77).
However, according to the Supreme Electoral Tribunal, the goals of the law have not been fulfilled because the Tribunal’s systems are licensed by Microsoft, which has impeded the implementation of open source software.
