What types of open source systems have been considered or used?

The National Electoral Council has used licensed Oracle databases, with the systems developed on .NET platform. Java is currently being used. Open source tools like Zimbra (for e-mail), Alfresco (for information storage) and OTRS (for online helpdesk) are all components of the Council’s administrative infrastructure.
