What types of open source systems have been considered or used?

The operating system is a Linux distribution with kernel version 3.18. The applications to support de voting and maintenance are designed with C++, with GNU compilers. Version control software (subversion and git) and some web development software are also used. But, the database is Oracle and several tools for management support are Microsoft (for instance, MS Project). Also, the JBoss application server and the RedHat Linux distro are used in web servers and database servers.
