The last Lebanese election was held in 2009. Based on electoral law, voter registration is conducted by the General Directorate of Personal Status of the Ministry of Interior and Municipalities. Voters lists are permanent in nature and updated once a year on the basis of the civil registry. Administrative changes to peoples' statuses are introduced by Mukhtars on the basis of death and birth certificates or religious marriages.
In the 2009 election, the election observers noted that the absence of a central electronic database requires book-keeping in 47 Registration Offices, a potentially burdensome practice that could be counteracted by the creation of an automated database at the national level.
