Does the country publish full voter registers at the national level online?

Updated Paraguayan Electoral Code, Law No. 834/96 (2014)

Libro III, Título II, Capítulo V, Artículo 109: El Registro Cívico Permanente se compondrá del Registro Cívico Nacional y el de Extranjeros. Los partidos, movimientos políticos y alianzas podrán obtener copias de ellos impresas o en medios magnéticos de uso informático.

However, the Permanent Civic Register is available to parties, political movements, and alliances in print or as a magnetic copy (see Libro III, Título II, Capítulo V, Artículo 109 of the Electoral Code).
