Does the country publish full voter registers at the national level online?

Capítulo II, Artículo 4°: El  padrón  electoral  será  entregado  por  la  Corte  Electoral  a  los  partidos  políticos cuarenta y cinco días antes, por lo menos, de la fecha de la elección, en soporte informático. El padrón de habilitados para votar de cada departamento será expuesto por la Junta Electoral, en lugar visible del local en que funciona la Oficina Electoral Departamental, dentro del mismo plazo.

However, according to an Electoral Court official, in 2014, the Electoral Court provided the political parties with the national voter register on USB. This was mandated by the legislation regulating that year’s election which stipulated that the parties would receive the roll in an electronic format (see Capítulo II, Artículo 4° of the 2014 National Election Regulation).
