Since 1994, elections in Benin have been organized by a body independent of the government, the Autonomous National Electoral Commission (Commission Electorale Nationale Autonome ? CENA).
CENA is not a permanent body. It is formed on the eve of each election and is dissolved at the end of the election cycle for which it has been established. As an ad hoc and temporary body the CENA cannot therefore develop technical expertise. The resulting institutional instability prevents the CENA from capitalizing on past experiences.
