The Swedish Parliament can decide to hold a national referendum on any issue they want to – it is a political decision rather than a constitutional one. In Chapter 8, Section 15 of the Instrument of Government (part of the Swedish constitution), it is possible (but not mandatory) to hold a referendum on a decision held in suspense for an amendment of the fundamental law. In Sweden, a fundamental law may only be changed by means of two decisions by Parliament, with a general election held in between the decisions. A referendum on a decision held in suspense may be held if 1/10 of the MPs so request and at least 1/3 of the MPs vote in favour of such a request. The outcome of such a referendum is semi-decisive, i.e. the outcome is decisive only if the proposed amendment of the fundamental law is rejected in the referendum and that more than a majority have voted against the proposal.
