“The Representation of the People (Amendment) Act(ROPAA), 2006, Act 669, provides for the registration of Ghanaian citizensabroad at their places of abode to enable them vote in public elections andreferenda at those places. This is in furtherance of Article 42 of theConstitution which states that 'every citizen of Ghana of 18 years orabove and of sound mind has the right to vote and is entitled to be registeredas a voter for the purposes of public elections and referenda'.
The ROPAA had a very difficult passage throughParliament. The Act will not be implemented for the 2008 elections.”
