“During the electoral campaign, the OAS delegation heard allegations that travel assistance had been provided to Dominicans living abroad to return to the island to vote for particular parties. Some OAS/EOM interlocutors argued that this practice constitutes a breaching of bribery laws since Dominicans living abroad are paid travel airfares and given economic incentives to return to the island to vote for particular parties. They also noted that in most cases, these people do not meet the legal residency requirements to be considered “legitimate voters” since they have been absent from the Commonwealth of Dominica for a period exceeding five years.”
