First year

The Organic Law is Act No 3 of 1997.  As section 304 indicates, it came into effect to cover the 1997 national general election (whilst preserving preparatory actions made under the prior law). The legislative history of the 1997 Organic Law is given at its end, and section 98 (postal voting) and s 104 (authorized witnesses) is unamended since 1997. It follows that overseas postal voting was available at and since the June 1997 general election.
