OSCE/ODIHR Final Report: Parliamentary elections, 17 October 2004
“The election administration for the parliamentary elections is established in line with the provisions of Chapter 7 of the Electoral Code and the Law on the Central Commission for Elections and National Referenda. The system of commissions consists of the CEC, 110 District Election Commissions (DECs – one for every single-member district) and 6, 659 Precinct Election Commissions (PECs), of which 40 were serving in the diplomatic missions of the Republic for voters casting votes abroad.”
The first documented report of out of country voting appears in the OSCE report for 2004 Parliamentary Elections in Belarus.
