1983

The postal voting explicitly for overseas electors dates to now repealed versions of the Electoral Act.  The date stands to reason as the Cook Islands has a large diaspora (especially in New Zealand). The 1983 date is given in this short IDEA case study (see references to establishment of overseas constituency and various special/personal/postal voting options for this in 1981, applied first at the 1983 general election).
