Article 4. Those citizens entitled to vote in a referendum shall be the citizens who, in line with the regulations on elections, have the right to vote and the residence in the territory for which the referendum is held. 

If a referendum puts to the vote the rights and obligations of citizens who reside outside of the territory for which the referendum is to be held, those citizens shall also have the right to vote. […]
