Bulgaria first implemented external voting for legislative and presidentialelections in 1990. Voting is in person only at Bulgarian embassies and otherdesignated external locations in any country where more than 20 registeredvoters reside. External voting is administered by the Ministry of ForeignAffairs in cooperation with the Central Election Commission.
