Section 12 of the Elections Ordinance (as of December 2014) provides only for the registration of some groups of foreign residents, but not for their vote in the elections. Section 40 (Where voters shall vote) does not contain any provisions related to voting outside the islands. The amendments to the legislation up to 2020 have been checked and no changes were found in regards to external voting.
