LEY ORGANICA ELECTORAL, CODIGO DE LA DEMOCRACIA (2009, last amended in 2012)

Art. 150.- La Asamblea Nacional se integrará por Asambleístas electos de la siguiente manera:

1. Quince asambleístas elegidos en circunscripción nacional;

2. Dos asambleístas elegidos por cada provincia o distrito metropolitano, y uno más por cada doscientos mil habitantes o fracción que supere los ciento cincuenta mil, de acuerdo al último censo nacional de población. […]

3. Las circunscripciones especiales del exterior elegirán un total de seis asambleístas distribuidos así: dos por Europa, Oceanía y Asia, dos por Canadá y Estados Unidos y dos por Latinoamérica, el Caribe y Africa; y,

4. Cada una de las Regiones elegirá dos representantes a la Asamblea.

ARTICLE 104. The corresponding electoral body shall convene a referendum as ordered by the President of the Republic, the supreme authority of decentralized autonomous governments or citizen initiative. […]

When the referendum is requested by Ecuadorians abroad, for matters of interest to them and involving the Ecuadorian State, it shall require the backing of a number accounting for no less than five percent (5%) of the persons registered on the voter registration list of their special voting precinct.

ARTICLE 118(3).The law shall determine the election of Assembly persons representing regions, metropolitan districts, and the district representing Ecuadorians living abroad.
