The Law of Turkmenistan on Referendums enacted in 2012 allowed external voting for referendums. The Electoral Code of 2013 unified all the electoral legislation of the country into one legal document. The first official report of out of country voting appears in the OSCE/ODIHR Needs Assessment Mission Report on Presidential Election of 12 February 2012. Data has been updated in March 2022.

Статья 28. Участки референдума

4. При проведении всенародного референдума по представлению Министерства иностранных дел Туркменистана Центральной избирательной комиссией при дипломатических представительствах (консульских учреждениях) Туркменистана за рубежом (далее - дипломатические представительства Туркменистана) могут быть образованы участки референдума, которые приписываются к участкам референдума этрапа или города, определяемого Центральной избирательной комиссией.
