61: The members of the House of Representatives are elected directly by citizens who are at least eighteen years of age and who do not fall within the categories of exclusion stipulated by law. Each elector has the right to only one vote. 

62: ... Elections take place in accordance with the system of proportional representation that the law determines. Voting is obligatory and secret. It takes place in the municipality, except in the cases determined by the law.
