Electoral system for national legislature

6(1): Elections shall be held on the basis of proportional representation system with election tickets of parties, coalitions, and independent candidates registered in multi-seat constituencies. 

6(2): The D'Hondt method shall be applied to the allocation of seats among parties and coalitions at a nationwide level. 

6(3): The parties and coalitions which have carried at least four per cent of the valid votes at the nationwide level, as well as the independent candidates who have carried at least as many votes as the constituency quota shall participate in the allocation of seats.
