Section 93.

The Houseof Representatives consists of four hundred and eighty members, four hundred ofwhom are from the election on a constituency basis and eighty of whom are from theelection on a proportional representation basis.

Theelection of members of the House of Representatives shall be by direct suffrageand secret ballot and, for this purpose, one ballot card shall be used for eachcategory of members of the House of Representatives.
