Article 3
Constituency

For the election to the Members of the Constituent Assembly, there shall be the following election constituencies and number of members pursuant to Article 63 of the Constitution:

  1. Two hundred forty members elected from two hundred forty constituencies for the election to be held under First Past The Post Electoral System.
  2. Three hundred thirty Five members elected from the constituency set upon considering the entire country as a single constituency for the election to be held under the Proportional Electoral System where the Political Parties shall be voted.
  3. Seventeen members to be nominated by the Council of Ministers on the basis of understanding from amongst the persons of high reputation who have rendered significant contribution in national life.
Comment

This mixed system consists of 240 members elected via single member constituencies by FPTP and 335 members elected through PR. The FPTP component aims to account for inclusiveness while the closed list PR component ensures proportional representation of women, Dalit, oppressed communities, indigenous peoples, backward regions, Madhesi and other groups.
