Decree-Law No. 92/2015
Amending some provisions of the Political Rights Law No. 45 of 2014
And the House of Representatives Law No. 46 of 2014
Texts of Articles 1, 3 and 8-1, of the House of Representatives Law No. 46 of 2014, shall be replaced by the following:
Article 1:The first House of Representatives, after the enforcement of the Constitution issued on January 18, 2014, shall consist of 568 members, elected by public direct confidential voting; president of the republic may appoint no more than 5% of members according to the provisions stipulated for in this Law.
Article 3:The House of Representatives election shall be at a rate of 448 seats through the individual system, and 120 seats through the absolute and closed lists system; parties and independents may stand as candidates through both systems.
Egypt's new amended law defines the electoral system as consisting of two components: (1) 448 seats are elected in single and multi-member districts. Simple two-round system is used for single member districts, and Block Vote for multi-member districts. Second round can be held in multi-member districts if there are still vacant seats after the first round. (2) 120 seats are elected from electoral lists competing in four multi-member districts, which is known as party block vote.
