S 56(11): When the result of the poll has been ascertained the Returning Officer shall, subject to section 46 forthwith publicly declare to be elected the candidate or candidates, as the case may be, to whom the majority of the votes has been given.

S 60(1)(a): The Returning Officer shall, within the time specified for the return of any writ, forward to the Supervisor of Elections, the writ with his return in Form 21 endorsed on it that the candidate having the majority of votes has been elected.
